The United States Homeland Security department (HSD) was created the year after the events of 9/11 terror attacks in the year 2001 (Phillips, Neal, & Webb, 2017). It was one of the largest reorganizations of a United States government agency which was made to put more emphasis on protecting the citizens, the nation, and all government infrastructure to be in line with the emergency management policy.

One key agency was the Federal Emergency Management Agency (FEMA) which was tasked with oversight and managing the natural disaster. FEMA was also responsible for mitigation, preparedness, response, and recovery efforts (Phillips, Neal, & Webb, 2017). The introduction of DHS acted as the central focus point in coordinating disaster management and response to threats, as well as preparedness activities.
